  36. Very intelligent deterrents.  If it was free or very cheap, they 
  37. would have every half-wit loser filing for FOIA info and they 
  38. would have to fulfill these requests.  Some agencies would 
  39. receive truckloads of FOIA requests if they did not charge.  I 
  40. am not aware of an agency that does not charge for FOIA info.  
  41. Also, fulfilling FOIA requests is an administrative nightmare 
  42. and requires more work than one might think.  It isn't just a 
  43. matter of someone going in the back room and pulling out a file.  
  44. If anyone could just walk in and request FOIA info, everyone 
  45. would be fulfilling FOIA requests instead of doing their job.

  47. I've had to fulfill a FOIA request before.  A major pain.
